Solar PV (photo voltaic) panels were installed on several local authority owned buildings in 2015 and 2016. Buildings considered ranged from schools to leisure centres, libraries and country park canteens, both single and multi-storey structures were used.
Shirehall was the largest and highest installation on any property considered.
The process in every case began with a feasibility study, as to likely array size and potential generation figures, provided by a selection of framework contractors in a tendering environment.
Selected sites were then subject to structural surveys before works were authorised; in all 31 feasibility studies were undertaken, 20 sites were surveyed and 9 installations were completed.
Premise Services managed the process from tender through to installation and commissioning, liaising closely with the County Energy Conservation Officer who assumed the role of client /budget holder.
The specification was embedded in the framework, the commercial suitability was monitored and approved by the budget holder; programme, workmanship, structural integrity and site safety were all managed by Premises Services with the contractor.
