Council’s property teams come together in a new Property and Development department

This spring, all the Council’s previous property teams came together to form a single service area - Property and Development. The department comprises:   

  • Asset Management
  • Estates
  • One Public Estate and Partnerships (OPE)
  • Property Services Group (PSG) incorporating Facilities Management
  • Business Support

This brings together property activity to enable property professionals to develop a holistic property services function for the Council and its stakeholders. The Property and Development department will effectively manage and develop the Council’s estate; supporting the delivery of growth and income targets for the Council. 

The new structure is critical to the success of the Council’s  Asset Management Strategy, which sets out how property and development activities contribute to achieving the Council’s objectives through:  

  • providing suitable accommodation for council services and partners so that they can excel in their objectives
  • generating income and savings through effective property management and investment

The new service area enhances the existing teams and introduces a new Asset Management team; incorporating a business partner model to drive rationalisation and work in partnership with services to develop strategic asset plans at site, portfolio and corporate level.

Tim Smith, Assistant Director, Commercial Services, said: -

“The new structure will enable the Council’s property services and functions to be merged under a single head of property and development to provide a more visible, coordinated and effective function.

 It will enable all aspects of the service to strengthen and embed the commercial approach that we are seeking to achieve.”

Steve Law, Head of Property & Development, said: -

"The role of property in the Council’s future plans is critical to deliver new ways of working, generate income and deliver savings.  The new service area creates a very strong platform to deliver on these and other vital outcomes for Shropshire Council.”
